    "An Act relating to teacher certification; relating to educator                                                             
    preparation programs; relating to the duties and powers of the                                                              
    Department of Education and Early Development and the state                                                                 
    Board of Education and Early Development; relating to teacher                                                               
    qualifications and performance standards; establishing the Alaska                                                           
    Educator Standards Commission in the Department of Education                                                                
    and Early Development; and eliminating the Professional
